Dear Mr. Clark:
We are in receipt of your letter dated March 9,1989, concerning the placement .i of polyethylene containers in Enviralloy High Integrity Containers (HICs). It' l is our understanding from the letter that the NuPac model ELi142 polyethylene !
container will physically fit the clear dimensions of an Enviralloy model EA-210 Series C HIC and that the waste restrictions specified for the NuPac polyethylene containers are fully compatible with the Enviralloy HIC waste restrictions as delineated in the approved topical report and NuPac procedure OM-41, Section 8.0. As noted in your letter, NuPac polyethylene. containers should pose no unacceptable mechanical loadings, due to operational, transportation, or burial conditions, to the Enviralloy containers. We, therefore, conclude that the NuPac model EA-210 Ser.ies C Enviralloy HIC is acceptable for use as an overpack for NuPac EL-142 polyethylene containers loaded with compatible low-level radioactive waste.
As for other polyethylene containers of compatible size manufactured by other companies, there is no obvious reason why such containers should not be amenable to overpacking with NuPac Enviralloy HICs of suitable size. We will be investigating this possibility with the affected manufacturers so that the range of options,'with regard to providing the required structural stability at the waste generators or at the disposal site, will be clear to all affected parties.
