Dear Ms. Wisell:
I am responding to the technical assistance request (TAR) dated August 27, 2020 (Agencywide Document Access and Management System [ADAMS] No. ML20350B746). The Nebraska Radiological Health Program (the Program) requested that the U.S. Nuclear Regulatory Commission (NRC) provide on-the-job training on safety and security inspections for its new inspectors. The Program stated that its training of new inspectors has been impacted by unexpected staff turnover and delays of classroom training caused by the COVID-19 public health emergency. As part of the TAR, the Program suggested four inspection itineraries for the requested on-the-job training.
I am pleased to inform you that the NRC will support your request. The on-the-job training inspections will be performed by qualified NRC inspectors or instructors from the NRCs Technical Training Center. The NRC expects to complete these on-the-job training inspections between March 1 and May 31, 2021. Although the NRC will perform the inspections necessary to properly train the new inspectors, we do not anticipate needing all four suggested inspection itineraries to do so. After the Program inspector has observed one or two inspections, he or she will perform similar inspections under the supervision of the NRC inspector. Once the NRC inspector concludes that the new inspector can adequately perform the inspections independently, no additional on-the-job training inspections will be performed. At that point, the new inspector would satisfy the on-the-job training requirements as described in NRC Inspection Manual Chapter 1248, Appendix B, Materials Health Physics Inspector Qualification Journal.
The Division of Materials Safety, Security, State, and Tribal Programs (MSST) discussed the TAR and the following expectations with you by phone on November 20, 2020. To better inform and prepare the NRC inspector, the Program committed to provide a crosswalk of its regulations and the NRC regulations identified below. The NRC requests that all inspection preparation materials be sent to the NRC inspector at least two weeks prior to the scheduled inspection.
The NRC expects each new inspector that will receive on-the-job training to have the following competencies:
- 1. Strong knowledge/familiarity of the Nebraska regulations equivalent to NRC regulations for Title 10 of the Code of Federal Regulations (10 CFR) Part 20, 30, 35, and 37;
- 2. Knowledgeable of the inspection procedures applicable to the inspection modalities that will be inspected (e.g., medical, radiography, security, etc.);

- 3. Ability to prepare all the material needed for the inspection, including but not limited to, copy of the license, past inspection report, and identify past/open violations;
- 4. Performance of Nuclear Materials Events Database search for each licensee; and
- 5. Performance of National Source Tracking System search to identify source inventory for applicable licensees.
Although this type of technical assistance is typically provided under a cost-reimbursable agreement, the NRC, at the Programs request, will provide this support without cost reimbursement. This decision considered several factors, including the availability of NRC staff and travel resources, the Programs availability of funding, and the Programs proactive requests for assistance from Colorado and North Dakota.
