FREEDOM OF INFORMATION ACT REQUEST q

Dear Mr. Grimsley:

i Pursuant to the Freedom of Information Act, 5 U.S.C. 552, as amended, the Coalition for Safe Power requests copies of agency.  ;

records pertaining to the conversion of the Washington Public Power Gupply System Nuclear Project No. 1 (WNP 1) to a weapons production facility to be operated by the U.S. Department of Energy. In particular, our request should include but not be limited to --

-- background. data, studies, reports and analyses relevant to the WNP 1 cohversion,

-- any correspondence sent or received by the NRd[and notes of meetings or telephone conversions pertaining to the conversion, and 7 1

-- all documents provided to DOE pertaining to the  :

construction, conversion or operation of the reactor as currently designed for commercial operation or as modified for weapons production purposes.

Please consider " agency records" requested under the FOIA to j include reports, studies, correspondence, memoranda, licenses and permits, meeting notes and minutes, drafts and' working papers, notes and summaries of conversations and interviews, and any other forms of written or recorded communication, including internal agency staff memoranda.

We also request that you waive search and duplication fees, i pursuant to 5 U.S.C. 552(a)(4)(A), "because furnishing'the  !

information can be considered as primarily benefiting the general public." The Coalition for Safe Power is a non-profit organization that works to educate the public and protect public health and the environment from the hazards of nuclear power and weapons production and nuclear waste disposal. The possibility of the conversion of WNP 1 to a weapons production reactor is extremely controversial and of major interest to the public throughout the Northwest. The Coalition will use the requested material to contribute to the public debate on the potential j

conversion, at no financial gain to individuals or the organization. To the best of our knowledge, the requested materials are not otherwise available to the public.

As you know, the Freedom of Information Act provides that if portions of a document are exempt from release, the remainder must be segregated and disclosed. Therefore, we request that you send us all segregable portions and justify deletions by reference to specific exemptions to the Freedom of Information Act. We reserve the right to appeal your decision to withhold any materials.
