We note "three major issues" in the opening paragraph, but follow with five numbered points I j
which address two of them, and an unnumbered paragraph which addresses the third. A i clearer arrangement might be achieved by combining our items 2 through 5 (which all appear to address our second major issue) and making the paragragh on staffing a new number 3.
The first paragraph under 1 would be enhanced by including a specific request that Ohio please confirm our understanding, as stated here, of their definition of the term " decommissioning."
Our paragraph numbered 2 ends with a "yes or no" type of question, where a request to elaborate would serve better. We suggest something like: "Please describe how such a license l
would provide reasonable assurance of equivalent protection of the public to that provided by 1 10 CFR 20.1403." 1 Our paragraph numbered 4 also ends with a "yes or no" type of question, when a request for i confirmation or explanation might be better; e.g. "Please provide your views on the compatibility of Ohio law with such new regulatory provisions."
The third paragraph from the end could add, as another example of Ohio working with NRC staff, that Ohio inspectors accompany NRC inspectors to observe inspection activities.

Rogir L. Suppes effective, an opportunity to work with the NRC staff and augment their experience, particularly in materials licensing and in conducting sealed source and device evaluations.
Finally, NRC staff has identified other items in the draft request for an Agreement j
[hich need modification or clarification to assure that the Ohio program will be adequate and compatible.
