. r ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR'THE PERI'00-October 23 - November 5, 1987 1 1.0 Plant Status As of 8:00 a.m. on November 5,1987, Unit 2 and- 3 are in a cold condition per the March 31, 1987,'NRC Order with coolant temperatures less than 200 -

degrees Fahrenheit. The Unit 3 core is completely off loaded.

2.0 Facility Operations Summary j Unit 2 is completing a refueling outage which began March 13, 1987.

Final work is being performed to support the reactor pressure vessel .

hydrostatic test. Unit 3 has been in a cold condition per the March 31, I 1987, NRC Order since April 1, 1987. The Unit 3 recirculation system l pipe replacement outage is in progress. The Unit 3 core off load was d completed on October 28, 1987. In .adition, twenty-two control rod blades have been exchanged and twelve local power range monitor strings are currently being exchanged.

3.0 Items of Special Interest A public meeting was held on November 4, 1987, in Lancaster County, i Pennsylvania, to receive public comments on the' Philadelphia Electric j Company (PECo) Commitment to Excellence Action Plan. Fourteen people  ;

spoke to express their views on this Plan.  ;

4.0 Other Items of Interest 4.1 The licensee has implemented the following shift operations organizational changes:- (1) J. Cotton assumed the duties-of Super-intendent, Operations on October 23;'and (2) the Shift Managers assumed the duties previously held by the Shift Superintendents effective 11:00 p.m. on October 25. In addition, on October 23 the following announcements were made regarding the proposed PECo corporate / plant reorganization: (1) M. J. McCormick, Peach Bottom Plant Manager; and -(2) K. Powers Peach Bottom Project Manager. ,

4.2 On October 26, Unit 3 received a spurious triple low reactor water )

level signal. A blocking permit hari been applied to a Yarway level -

j indicating switch so that it could be replaced. 'After the permit >

was applied, maintenance, personnel tried to dr?.in the water in the switch and went beyond the boundary of the permit. Subsequently, i the entire variable leg header was drained, causing the unplanned 'I triple low signal. The only actions that occurred were a Unit 3 l high pressure service water (HPSW) pump trip and a loss of shutdown j cooling (SOC) at Unit 2. Operators manually secured SDC on Unit 3  ;

when the HPSW pump tripped. Operators restored SDC at tsoth units 1 within three minutes.

i 4.3 LThe licensee's security organization conducted a search of the Peach-Bottom site from 3:00 a.m. to 6:00 a.m. on October 30, using five- 1 teams composed of trained drug dogs, handlers, Pennsylvania State l Police, and PECo security representative. The' search encompassed  !

areas both inside and outside the. Peach 6 : tom 2 & 3 protected l areas. The search teams were complimented by forensic experts and ]

licensee site security and station. management. No contraband was 1 found. The licensee's investigation.into alleged drug activities is q continuing. All three NRC resident inspectors were on site and  !

observed the search activities.

The resident' inspectors are following the licensee investigations and I corrective actions'regarding these' occurrences. ,

5.0 NRC Activities During the Period l l l

Three NRC Resident Inspectors were assigned to monitor plant activities I between October 23 and November 5, 1987. These individuals consisted of the following:

Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items, i An inservice tdsting team inspection was perfonned at Peach Bottom by - i region based inspectors complimented by an NRC headquarters individual -l and a contractor from November 2 --November 6, 1987.

Three region based inspectors were also on site the week of November 6. l One inspector was reviewing existing unresolved items, one inspector was i reviewing recirculation pipe replacement activities, and one inspector  !

was reviewing refueling cavity bellows seals.

The results of these inspections will be included in a future status- ,

report. l NRC Combined Inspection Report 50-277/87-18 and 50-278/87-18 was issued October 28, 1987. The inspection was an Environmental Qualification (EQ)

Team inspection conducted June 15 - 19, 1987. A review was conducted concerning the EQ program for establishing and maintaining the qualifica-tion of electrical equipment important to safety within the scope of 10 CFR 50.49. No violations were noted.
