Dear Dr. Murley:

In meetings at Rancho Seco on June 15, 1989, with members of your staff and NRC Region V, the District presented its overall plan for the closure of the plant. During those meetings, we reiterated our commitment to implement the closure plan in a safe and deliberate manner fully complying with the license and in accordance with all applicable laws and regulations.

Additionally, the District intends to continue the use of essential programs, such as the Quality program and Preventive Maintenance program, for those systems within the scope of the closure process.

be implementing Over the next planned modifications to the fuel handling system. Upon completion of this work, off-loading of fuel from the reactor will commence. I expect this phase of the closure plan to be completed by November 1989.

Concurrent with the above activisies, the Dintrict will request appropriate changes to the Rancho Seco Technical Specifications to reflect the defueled mode (i.e., the entire fuel inventory in the spent fuel pool). The District will also evaluate and request changes to the Emergency Plan based on the defueled mode.

m r. 1 a g e r s , operators, operations support personnel, etc.) and maintain staff levels to that necessary to assure safe operation of the facility and compliance with regulations. Where required, staff will be supplemented by contract personnel.

To oversee the closure process, I have named Dan Keuter to the newly formed position of Site Manager (equivalent to the Technical Specification function of CEO Nuclear). The Site Manager will head a Rancho Seco organization that is essentially similar to the pre-election Nuclear organization.

Finally, I would like to emphasize our commitment to the Commission that the District will:

O Not take the unit above cold shutdown without Commission approval; O

Provide a letter by June 30 describing the closure plan and subsequently inform the Commission of any I significant chcnges to the closure plan; Meet with members of your staff in July to provide status of the closure effort; O off-load fuel, after completion of fuel handling equipment modification, by November 1989 or as soon thereafter as practical; and 0

Conduct all activities in a safe and deliberate manner conforming to the facility operating license and federal regulations.
