SUMMARY

OF DECEMBER 7, 2020 PUBLIC MEETING TO PROVIDE UPDATE OF COVID-19 REGULATORY RELIEF FOR FUEL FACILITIES On December 7, 2020, the U.S. Nuclear Regulatory Commission staff conducted a Category 2 public meeting by webinar with fuel facility licensees to provide an update of COVID-19 regulatory relief to the industry.

PURPOSE:

The purpose of the meeting was to discuss regulatory relief granted to fuel facilities and potential needs for additional relief.

BACKGROUND:

On April 7, 2020, a letter was issued to licensees describing methods for providing regulatory relief during the COVID-19 Public Health Emergency. Between April and June, the NRC processed seven relief requests. No further requests have been received by the public meeting date.

DISCUSSION:

Licensees discussed recent increases in the number of COVID cases in the areas near their facilities. The industry believes it may need additional relief for submitting routine reports regarding (1) the additional protocol for international safeguards, (2) annual update to integrated safety analysis summaries, and (3) effluents released to the environment. Each licensee has a limited number of staff that can generate the reports and the staff may become unavailable with little notice. A template to facilitate requests to extend report deadlines was discussed.

D. Marcano 2 RESULTS:

The industry stated that it could provide information to support development of a template. The NRC staff agreed to review such a template for possible consideration as an efficiency to the process.
