MC 1240, " REGIONAL INSPECTOR UNESCORTED ACCESS AT POWER REACTORS" As ' requested in the August 3,1989, memorandum from Edward J. Butcher, Jr.,

Region II comments concerning revisions to MC 1240 are enclosed. We'believe:

that, essentially, NRC' employees, including contract employees doing inspec-

' tion work, should be subject to the.same security requirements as licensee employees. Perhaps the subject of contract employees should be addressed separately in another issuance.,

1. CHAPTER 1240, 1240 02 DISCUSSION Rewrite first and second sentences as follows: {

NRC inspectors, to include NRC contractors, need unescorted access to licensed facilities. Inspectors must cooperate with licensees to ensure maximum possible conformance with their security plans.

2. Chapter 1240, 1240-05 REQUIREMENTS:
a. 05.04: Rewrite as follows:

Section Chiefs will provide names of inspectors who require unescorted access to protected and vital areas at each power reactor site.

b. Add as a final paragraph Unescorted Access may be requested for contractors and consultants having an L or Q clearance and having had radiation training equivalent to inspection staff.
2. EXHIBIT 1:
a. Rewrite second paragraph as follows:

... require permanent unescorted access as authorized by 10 CFR 73.55....

b. Rewrite third paragraph as follows:

NRC personnel may visit your facilities... announced at any time of the day or night. Upon presenting official identification, those listed in the attachment are to be processed into your facility in the same manner as a nonregular employee. Such inspectors must be badged for unescorted access to the protected and vital areas and must be afforded access to the site without delays other than those normally involved with entrance, search, personal identification, and registration. Region personnel not accompanied by an individual listed in the Attachments are to be provided site access only after telephone verification of access authorization from the Region Security Officer. Personnel listed in the attachment have

-attended generic physical security and radiation protection (10 CFR 19.12) training within a one-year period preceding the date of this letter and are capable of safe conduct in radiological restricted areas.
