REVIEW 0F RAIP, Rev.B- GREEN RIVER UMTRA PROJECT

The geotechnical engineering aspects of the Remedial Action Inspection Plan, Revision B, (RAIP) for the Green River UMTRCA project have been reviewed.

This version of the RAIP incorporates most of the staff comments made on the previous version. However, as stated in the DOE letter, the RAIP is not current because the DOE has changed their cover design philosophy for complying with the groundwater protection standards. The staff has reviewed the DOE's Final Design documents and Remedial Action Plan (RAP) for this project and has documented their evaluation in a Technical Evaluation Report (TER). The staff  !

has identified several issues in the TER that preclude final concurrence in  ;

the DOE's design. The issues that would affect the provisions in the RAIP are:

(1) frequency of placement moisture and density tests to verify compliance with  !

the specifications (Section 6.1.5 of RAIP); (2) obtaining as-compacted samples  !

of radon barrier material to perform laboratory tests (TER Section 3.6); and l (3)additionaltestssuchasAtterberglimitstestsonradonbarriermaterial, I if the specifications are revised (TER Section 3.6). It is recommended that the review of this RAIP document be defferred until the issues identified in i

the TER are resolved and a reviser RAIP is submitted by the D0E.
