CLOSURE OF GENERIC ISSUE 199 (GI-199), IMPLICATIONS OF UPDATED PROBABILISTIC SEISMIC HAZARD ESTIMATES IN CENTRAL AND EASTERN UNITED STATES ON EXISTING PLANTS.

The purpose of this memorandum is to inform you that the Office of Nuclear Regulatory Research (RES) has closed Generic Issue 199 (GI-199), Implications of Updated Probabilistic Seismic Hazard Estimates in Central and Eastern United States on Existing Plants. RES has closed GI-199 based on a memorandum recommending closure from the Office of Nuclear Reactor Regulation (NRR), dated November 30, 2020 (Agencywide Document Access and Management System (ADAMS) Accession No. ML20290A626). Closure is in accordance with U.S. Nuclear Regulatory Commission (NRC) Management Directive 6.4 Generic Issues Program (ADAMS ML18073A162), which states that a GI is closed when all agency actions associated with the GI are complete, including implementation and verification activities by the regulatory office.

NRR issued a memorandum, dated May 26, 2005, recommending that new data and models on seismic hazards be examined under the GI Program (ADAMS Accession No. ML051450456).

The issue was transferred to NRR for resolution in conjunction with parallel activities in response to lessons learned from the Fukushima Dai-ichi nuclear accident. On September 2, 2010, RES issued the results of its safety/risk assessment, finding that the changes in seismic core-damage frequency met the numerical risk criteria for the issue to proceed to the Regulatory Assessment Stage.

The NRC and licensees have completed risk-informed reevaluations of the seismic hazards for all operating power reactor plants. In addition, staff from the Office of Nuclear Material Safety and Safeguards (NMSS) and NRR completed an analysis of the applicability of these lessons learned to facilities other than operating power reactors. The associated facilities included decommissioning reactors with spent fuel stored in spent fuel pools, and Independent Spent CONTACT: Stanley Gardocki, RES/DE/RGGIB 301-415-1067

H. Nieh Fuel Storage Installations. With the completion of these actions, GI-199 has been addressed.

The associated activities have resulted in voluntary safety enhancements and improved capabilities to protect and mitigate the impacts of the reevaluated seismic hazards.

RES agrees with NRR that the all-agency actions associated with GI-199 are now implemented and verified and concurs with NRRs recommendation that GI-199 can now be closed. The NRC staff will report closure of GI-199 to Congress and the Commission as part of the NRCs next semi-annual report to Congress.
