Task Order No. 6, entitled, " Technical Assistance for Russian MPC&A under the CTR Program: NRC Operational Safeguards Responso Evaluation (OSRE)

Workshop" under Contract No. NRC-02-98-005 in accordance with Section G.6(b), of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work and the contractor's technical proposal dated May 15,1998.

Task Order No. 6 shall be in effect from the date of this task order through September 30,1998. The total estimated ceiling for this task order is $209,368.00 of which $199,412.00 represents the estimated costs inclusive of FCCM and $9,956.00 for fixed fee. The amount obligated for this task order is $209,368.00.

1.0 BACKGROUND

Under the aegis of the U.S. initiative for nuclear weapons safety, security, and dismantlement known as the Comprehensive Threat Reduction (CTR) Program, the U.S. Department of Energy (DOE) and the U.S. Nuclear Regulatory Commission (NRC) are engaged in establishing bilateral technical assistance programs with Russia in the nuclear material safeguards areas of material control and accounting (MC&A) and physical protection. The objective of U.S. assistance is to help Russia improve its capabilities to effectively safeguard nuclear material. The assistance will be carried out under a bilateral agreement for cooperation. and it is supported by funds authorized by Congress in the Soviet Nuclear Threat Reduction Act of 1991 (Nunn-Lugar) and successor legislation such as the Freedom Support Act of 1992.

Regulatory programs for safeguarding nuclear material in the FSU are virtually nonexistent. The Russian regulatory agency GOSATOMNADZOR (GAN)%stablished as an independent authority for overseeing Russian nuclear safety and safeguards programs. GAN has acknowledged serious deficiencies in staffing and technical resources, and it has expressed strong interest in U.S. q assistance. Effective MC&A and physical protection are critical to (

safeguarding strategic nuclear materials in support of nonproliferation goals. l In the interest of nonproliferation, improvements are needed in national l I

regulatory oversight to ensure nuclear materials in Russia are effectively protected. .

The U.S. and Russia signed an Agreement in September 1993 for joint cooperation in MC&A and physical protection using Nunn-Lugar funds under the CTR program.

2.0 OBJECTIVE One of the activities defined under'the program plan for cooperative efforts is a request by GAN -for NRC to provide an Operational Safeguards Response Evaluation (OSRE) Workshop based on NRC methodologies. This statement of work addresses performing organization (P0) tasks for this activicy. The objective of this project supports the revised Russian Program Plan of fiscal year 98.

(NOTE: The material develooed by the_P0 for this workshoo should be as oeDenC as oossible. in liaht of the fact that this material may be used at a later date for presentation in other FSU countries.

3.0 TECHNICAL AND OTHER SPECIAL QUALIFICATIONS REOUIRED Contractor technical staff members should have experience with NRC's Specialized Evaluation programs and methods relating to physical protection, and should be familiar with associated NRC OSRE procedures and guidance.

4.0 LEVEL OF EFFORT lt is estimated that this project will take approximately 1.0 FTE to complete.

5.0 PERIOD OF PERFORMANCE The period of performance for the work specified in this task order shall commence on the effective date of the task and shall continue for approximately 4 months from that date.

6.0 SCOPE OF WORK The objective of this task is to prepare instructional materials (e.g., a ,

lesson plan, view graphs, hand-out reference material) for use in presentation of this 5 day OSRE workshop. The workshop will be presented to Russian inspectors and representatives from GAN (and possibly other agencies) to provide information about this specific NRC Physical Protection evaluation program. The contractor shall provide three to four representatives to assist

NRC in the presentation of the workshop. To meet these objectives, the contractor shall satisfactorily complete the following: ,

1) Review subject material provided by NRC for compiling appropriate course materials. These materials may be supplemented with additional materials as appropriate, from the contractor or other sources. 'The materials supplied by NRC will include OSRE program documents and video and previously translated 9-i ____ _ _ _ -

l material from other FSU workshops which may be applicable to this workshop and other materials that may be relevant to the subject matter.

I The course material shall be developed in English and Russian by the contractor and shall include:

A. Five English copies of the instructor's guide for the course, which contains the course agenda, objectives, and instruction notes and lesson plans; B. The instructor's view graphs in electronic format for presentation by computer and one set of standard view graphs to be presented by overhead projector as an option. The view graphs should be created in both English and Russian language text, but not necessarily on the same page (This will be at the discretion of the contractor as to what format is most desirable for presentation): In addition. the contractor shall review available video material contained in NRC video libraries which could be utilized to support this workshop. The NRC will be responsible for producing the final product for use during the workshop. j C. Twenty-five course student handbooks, which include the course l agenda. Each handbook may include some or all of the view graphs, as appropriate, supplemented by additional reference information. The student handbook is designed to provide a guide during the course a reference af ter the course, and as a medium for note-taking. The i resulting course material should be sufficient to address NRC Evaluation-related issues for a five day course (allowing for one day on site at 6 local NPP and some time at the end of the week to address general questions and comments) taking into account that U.S./ Russian interpreters will verbally translate the information into Russian 1 throughout the course presentation.

D. Provide all course view graph material in Electronic format and hard copy.

2) Arrange to have view graph material tran' slated into Russian. (NOTE: NRC may also have certain materials translated into Russian for inclusion and will be determined by the contractor and NRC technical monitor) When this has been -

completed, the contractor, with assistance from the NRC administrative contractor for this project (ORTECH). will prepare 25 Russian language student handbooks.

3) Provide three to four r: representatives (ideally someone familiar with the compiled course material)'to assist NRC in the presentation of the course in Russia. NRC will be responsible for all contractor travel arrangements and travel costs for airfare, hotel, and meals.
4) Provide for workshop venue rental costs and for travel lodging and meals for FSU agency personnel attending the workshop in coordination with FSU agency in charge. Funds for each pa,,rticipant shall not exceed per diem rates as provided in the Federal Travel Regulations.

7.0 MEETINGS AND TRAVEL lt is anticipated that 1-2 trips by up to two contractor representatives to NRC Headquarters may be required to review the results of the course compilation process. As a minimum, one trip could occur shortly after receipt of the subject material from NRC to permit the contractor to provide an overview of their approach for the compilation of the course materials.

Another trip may occur at the completion of the compilation process. Also, a trip to Russia prior to the workshop by up to two contractor representatives may be required to obtain necessary technical information for the workshop.

Contractor representatives will also accompany NRC to Russia to present the course during the July 1998 time frame, as described in 6.0 (3) above. Due to the complexity of this workshop. the delegation may travel several days in advance to prepare workshop materials in country.

8.0 NRC-FURNISHED MATERIAL This is addressed in 6.0 (1) above.

9.0 CONTRACTOR-ACOUIRED MATERIAL NRC must be notified in writing when acquisition of any capital. FIP or word-l processing equipment is anticipated.

10.0 DELIVERABLE PRODUCTS / SCHEDULE The final version of the workshop materials should be received by NRC one week s prior to the workshop to allow for printing and preparation for shipment.

Task reports and products are to be completed according to the following schedule:

Technical instructions shall not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance.

Directions for changes in scope of work, cost or period of performance will be coordinated through the NRC Contracting Officer.
