STATUS OF RECOMMENDATIONS: EVALUATION OF THE U.S. NUCLEAR REGULATORY COMMISSIONS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)
REFERENCE:
CHIEF INFORMATION OFFICER, OFFICE OF THE CHIEF INFORMATION OFFICER (OCIO), MEMORANDUM DATED OCTOBER 1, 2020 Attached is the Office of the Inspector Generals (OIG) analysis and status of recommendations as discussed in the agencys response dated October 1, 2020.
Based on this response, recommendation 4 is closed. Recommendations 5 and 6 remain open and resolved. Recommendations 1, 2, and 3 were previously closed. Please provide a status update for these recommendations by April 30, 2021.

Audit Report EVALUATION OF NRCS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)
Status of Recommendations Recommendation 4: Strengthen telecommunications expertise through knowledge management and training.
Agency Response Dated October 1, 2020: The Office of the Chief Information Officer (OCIO) has hired and onboarded two senior telecommunication specialists.
One started on August 30, 2020, and the other started on September 13, 2020. In addition, OCIO held interviews for a third senior telecommunication specialist from September 17-23, 2020; a selection is being made. A posting for an entry-level telecommunication specialist will be announced in Quarter 2 (Q2) Fiscal Year (FY) 2021. OCIO believes the intent of this recommendation has been fulfilled.
OIG Analysis: OIG determined that OCIO has strengthened its telecommunications expertise by hiring telecommunication staff. This recommendation is therefore considered closed.
Status: Closed.
Audit Report EVALUATION OF NRCS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)
Status of Recommendations Recommendation 5: Update the relevant management directives to include a) current telecommunications infrastructure and current organizational responsibilities, and b) a requirement to comply with MD 10.162 Disability Programs and Reasonable Accommodation when deploying any IT projects.
Agency Response Dated October 1, 2020: OCIO reviewed the relevant Management Directives (MDs) and worked with the Office of Administration (ADM) on a plan and schedule for consolidating three MDs. MD 2.6, Information Technology Infrastructure will be expanded and renamed, Information Technology Infrastructure and End User Services. It will include and update previous guidance found in MD 2.3, Telecommunications, and MD 2.7, Personal Use of Information Technology, and MD 2.3 and MD 2.7 will be eliminated. The recently onboarded telecommunication experts will review and provide input to MD 2.6 to ensure that telecommunications services are reliable and made available to agency staff and contractors in accordance with Federal laws, regulations, statutes, policies, circulars, and other applicable guidance.
Target Date for Completion: March 31, 2021.
OIG Analysis: The proposed actions meet the intent of this recommendation. This recommendation will be closed when OIG reviews consolidated MD guidance that includes a) current telecommunications infrastructure and current organizational responsibilities, and b) a requirement to comply with MD 10.162 Disability Programs and Reasonable Accommodation when deploying any IT projects.
Status: Open: Resolved.
Audit Report EVALUATION OF NRCS OVERSIGHT OF THE VOICE OVER INTERNET PROTOCOL CONTRACT AND IMPLEMENTATION (OIG-19-A-17)
Status of Recommendations Recommendation 6: Identify and implement a solution to address the issue pertaining to diverting an assigned phone line.
Agency Response Dated October 1, 2020: After further investigating the planned development option for feasibility, it was found that there were technical and resource issues that made it untenable. Based on that, OCIO has worked with the vendor to identify two alternate solutions and plans to begin testing them before the end of September 2020. The planned date for full implementation is Q2 FY 2021.
Target Date for Completion: March 31, 2021.
OIG Analysis: The proposed actions meet the intent of this recommendation. This recommendation will be closed when OIG confirms that OCIO has implemented a solution that addresses the issue pertaining to diverting an assigned phone line.
Status: Open: Resolved.
