Dear Dr. Ryan:
I want to recognize the outstanding contributions of Gary D. Roberts and James M. Bianco.
Gary D. Roberts as the project manager and James Bianco as the primary programmer distinguished themselves by doing outstanding work while developing and setting up an Internet version of NRC's Nuclear Material Events Database (NMED). They did the work under Job Code E8235, " Review and Code Material Event Reports and Maintain NMED." The specific task (Task 5 " Develop and Maintain an Internet version of NMED on the INEEL Internet Server")
involved developing an Internet program, equivalent to an existing Microsoft Access program.
This required developing complex queries, new screens, and reports for the Intemet " point and click" user interface that has the same " logical flow" and " feel" of the original Microsoft Access NMED program. In some cases, they were able to convert Microsoft Access data queries to equivalent Oracle (software for Internet version of NMED) data queries. In other cases, they had to develop new Oracle data queries. The converted and new data queries significantly enhanced the capability of the Internet NMED program.
I find it noteworthy that Gary and Jim:
o Were proactive in identifying potential problems and always worked through issues until they developed a satisfactory solution; j//
o Showed initiative by independently exploring ways to enhance the capability and performance of the Internet NMED program (This resulted in new features for searching the database and printing reporfs being incorporated into the Intemet NMED program yW that were not in the original Microsoft Access NMED Program. One feature is an improved query capability for selecting records involving more than one type of event);
e Consistently applied exce!!ent judgement when making programming compromises that were necessary to balance program capability with program " ease of use." e Showed outstanding coordination in doing project management and programming tasks.
Specifically, they were able to adapt many program enhancements late in the program design phase without a significant delay in the project schedule Overall, I found the initiative, innovation, and dedication shown by Gary and Jim while working on the Internet NMED Project to characterize outstanding work performance.
