SUMMARY
One of the modifications DOE has proposed to the Shiprock Remedial Action Inspection Plan (RAIP) is to eliminate daily gradation testing of the seepage barrier material. I called Jerry Thiers (RAC) to inquire about the purpose of this seepage harrier which is being placed along the east side of the site (along the stream bluff). It was not clear whether this barrier was designed to prevent surface water from saturating the ground along the bluff and possi bl y r educing the stabi1ity of the embankment, or whether it was designed to prevent arroyos from forming by diverting surface waters away from the bluff. Thgs indicated that it is intended to do the latter and that stability is not expected to be a problem if water should infiltrate into the ground. He also indicated that
