Ms. Jean Shoemaker DOCXL r m .  :- )ig Secretary to the Appeal Board EDUL-Atomic Safety and Licensing Appeal Board United States Nuclear Regulatory Commission Washington, D.C. 20555 Re: Docket Nos. 50-424 and 50-425 --O L Georgia Power Company, et al., Vogtle Electric Generating Plant Units 1 and 2

Dear Ms. Shoemaker:

In its order of December 15, 1986 scheduling oral argument in Georgians Against Nuclear Energy's (GANE's) appeal in the above-cited docket, the Appeals Board directed all parties to notify you of the name of the person presenting its oral argument. The undersigned will do so.

GANE also requests that the record reflect its dissatisfaction with the location of the hearing in Bethesda, Maryland. The Applicants are headquartered in Atlanta, Georgia, as is the Intervenor. It is a particular burden on the Intervenor to allocate limited resources to travel. Only through fortuitous--

and entirely coincidental--circumstances was the undersigned to be in Washington in the scheduled time frame. It appears to the Intervenor that the Appeals Board is either disturbingly insensitive to Intervenor's circumstances or is attempting to limit Intervenor's participation, and media coverage, of the argument.
