Discussion:

As part of the URF0 staff itinerary of recent headquarters meetings, D. Smith requested that an informal meeting with DOE headquarters staff be arranged primarily to discuss aspects of the effort to co-dispose Riverton Title I tailings at the ANC Title II site.

J. Turi opened the discussion by stating that DOE's goal is to make every effort to effectuate this alternative for the Riverton tailings remedial action, while limiting DOE's liabilities in the event of ANC bankruptcy.

He further indicated that in pursuit of this goal, DOE (Albuquerque) staff were attending an infomal werking meeting with the State of Wyoming in Cheyenne on March 5, 1987.

.c J. Turi provided copies of.a rough . draft of a DOE internal position paper ,

on Title I/II tailings co-disposal issues. - The draft paper included itemized DOE-G. GnugnoliNRC)/J. (positions, each followed Gatrell-(DOE) telecon. by sDOE NRC indicated comentsthat obtained they during a planned to refine and finalize-this paper, and then use it as the focus; for discussion during a nM/URF0/D0E meeting that they propose be held within~the next.two weeks. After. reading the draft,' I connented that -

prior to this meeting, .the NRC_ comments would likely need refinement if they are to be included in the position paper. This was confirmed in a s ~

post-meeting discussion with G. Gnugnoli. He indicated that it' appears the coments were misinterpreted as NRC position, where in fact, they.

were meant to be suggested clarification of the DOE posttions.

F D.-Smith' informed DOE that the license amendment authorizing ANC to accept the'Riverton Title I material and place it in accordance with a specific reclamation plan is nearly ready to sign out. However, URF0 hasj been waiting for a more definite indication that this is the alternative that DOE plans to pursue. DOE raised a question regarding~the time required for acceptable consolidation (settlement) of-the tailings and -

its impact on the 1993 Title I program completion date. The URF0 staff' expressed confidence that the process of surcharging theiANC tailings with the Riverton material prior to cover placement will accelerate

' consolidation such that the 1993 time frame will not be a problem. '

In closing DOE extented an invitation to the NRC staff to attend DOE's annual Remedial Action Meeting-to be held in Grand Junction, C0 on April 27-30, 1987. D. Smith in turn indicated that DOE might wish to participate in an URF0 seminar. on reclamation of tailings to be conducted for liensees in Denver, CO,on or about April 9-10, 1987.
