The inspectors identified a Non-Cited Violation (
NCV) of
10 CFR 50, Appendix B, Criterion VI, Document Control, for inadequate document control that resulted in copies of several revised emergency operating procedures (
EOPs) not being distributed to the designated locations in the Unit 2 control room where they could be used by licensed operators in the event of an emergency. The licensee entered the finding in their corrective action program for resolution as Condition Report 2008-5224. The finding is greater than minor since not distributing the latest revision of
EOPs to the location where it would be used, if left uncorrected could become a more significant safety concern potentially impacting multiple
EOPs important to safety and
safe shutdown of the plant. The finding affects the
Mitigating Systems Cornerstone attribute of procedural quality. This finding was determined to be of very low safety significance since it had not resulted in a loss of a safety function or in any
inoperable equipment. A contributing cause of this finding was related to the resources attribute of the human performance cross-cutting area in the aspect of complete, accurate, and up-to-date procedures (
