Commissioner Dicus - Comments on SECY-97-220 l approve the staffs plans to proceed with the transfer of the rulemaking function, including staff and program funds, as proposed in SECY-97-220.
However, given the overlapping nature of issues associated with DSI 22 and the role of RES, I encourage the staff to meet its designated due dates so that the Commission can evaluate the staffs information in a timely manner; i.e.: (1) by no later than November 30, to provide recommendations on the transfer of research activities associated with generic safety issues, transfer of confirmatory research. and the consolidation cf highly specialized expertise; and (2) by no later than January 30,1998, provide information of staff core capabilities.
I agree with Chairman Jackson that a definition of confirmatory research is necessary, including examples of its application. This definition should be provided expeditiously.
