agreeing, has approved a policy statement, as modified to L incorporate Commissioners' comments, which establishes NRC !
employee procedures when requested to release information on ;
users of the Public Document Room. Chairman Zech, while i supporting the intent of the policy statement, bellaved that a Manual Chapter was sufficient to guide the staff when ;
confronted with such requests. l t
(Subsequent to the meeting on October 7, 1988, the Secretary i signed the Federal Register Notice.)
The Commission, with all Commissioners agreeing, also requested '

The Commission, with Chairman Zech and Commissioners Carr and Rogers agreeing, approved an order which:
(1) Stipulates that only those offsite standards specified in 10 cFR 50.47(d), as amended, are to be prerequisites to
'.ow power testing.
(2) Specifically vacates the Appeal Board's order that authorization of low-power operation may not be given effect until the contested issues about such a system are resolved favo.rably for Seabrook. '
I (3) Directs the Chairman of the Atomic Safety and Licensing Board Panel, in consultation with the Seabrook "onsite" and "offsite" Atomic Safety and Licensing Boards, to ;
determine which of those Licensing Boards shou'i try the ;
prompt notification issues.
l Commissioner Roberts was en travel and unavailable to participate.
