definitizes Task Order No. 2. This effort shall be performed in accordance with the enclosed l Statement of Werk.
Task Order No. 2 shall be in effect from May 5,1999 to December 5,1999. The total cost plus fixed fee for this task order is $76,317 in which the amount of $71,005 represents the reimbursable costs, and the amount of $5,312 represents the fixed fee.
Funds in the amount of $76,317 are obligated to fully fund this task order.

- 1. Obiective< -
The objectives of this task are to: I I) review Appendix B to 10 CFR Part 73;
- 2) reconunend ways of simplifying the existing regulatory structure in Appendix B (while not changing the regulations) to make it more user fnendly for heensee submittals of guard force training and qualification plans for security personnel at fuel cycle facilities; and
- 3) develop a fonnal report with reconunendations outlined in 2 above using the modular format recently developed by FCSS/NMSS (examples will be provided).

- 2. Level of Effort: l l
it is estimated that this project will take approximately .3 full time equivalent (FTE) of effort to complete. !
- 3. Period of Performance:
The period of performance for the work specified in this task order shall commence on the effective date of this task order and shall continue for approximately 7 months.
- 4. Scope of Work: 1 The contractor shall provide a review of 10 CFR Part 73 Appendix B. The review will result in recommendations on 1) how the existing regulatory structure presented in Appendix B can be simplified and presented in a more user friendly format without changmg the existing requirements,2) develop a formal report that recommends ways to simplify and make more user friendly the existing regulatory structure in Appendix B. The contractor shall develop the report in a new modular format recentiv developed by NRC. !

Deliverable Products / Schedule: i a) The contractor shall prepare all deliverables m Wordperfect 8. unless directed otherwise. and submit this to the NRC with a paper and disk copy as detailed in the schedule belou Draft products will be noted as such by use of a uatermark Final techmeal reports shall be presented to NRC m " camera-ready" form and acady for NRC pubhcation b) Withm 2 weeks atier contract award. the contractor shall meet with NRC to discuss the mtent and scope of the work and to detenmne how best to achiese NRC objectnes c) Within 7 weeks aller the meeting in (b) above. the contractor shall submit for NRC review and approval an outline of a revised structure for Appendix B.
d) Within 3 oceks after receipt of the deliverable in c) above, NRC will provide written commentsiapproval of the deliverable to the contractor and instructions to proceed with the desclopment of a dran report in accordance with the approved outime.
c) Within 10 weeks after receipt of NRC comments / approval in d) abose, the contractor shall pros ide a draft report using the structure of the approved outline.
