COMANCHE PEAK OI REPORT: AU.EGED FAI.SIFICATION OF TEST RESULTS (80ARD NOTIFICATION NO. 86-26 )

The Office of Investigations has completed its review of Case Number 4-84-047 regarding alleged falsification of test results.

During September 1984, a former start-up engineer, WITNESS F, previously employed in an electrical test group at the Comanche Peak Steam Electric Station, appeared as an intervenor witness before the Atomic Safety and I.icensing Board. During subsequent in camera ASl8 hearings, the utility called witnesses and introduced evidence lefore the ASI.B which indicated that in 1982, WITNESS F deceived a quality assurance technician during a preoperational test on a safety system which resulted in the falsification of the preoperational test report. The ASI.8 requested that the Nuclear Regulatory Commission's Office of Investigations be notified of this incident.

The results for this investigation did not established that the former start-up engineer deceived a quality assurance technician nor did it establish that a preoperational test was falsified.

Because the I.icensing Board held hearings regarding these matters and because there are inconsistencies between a witnesses' testimony at the hearings and a statement taken by the NRC investigator during this investigation, this report is being provided to the licensing Board.
