Revision #3 of the Berkeley Research Reactor Requalification Training Program

Dear Mr. Adams:

The University of California, Berkeley terminated operation of its TRIGA III Reactor on January 1, 1988.

This letter is intended to request a revision in the Berkeley Research Beactor Requalification Training Program, Revision #2 dated November 13, 1974.

The proposed revised program, Revision #3 dated July 21, 1988, is attached. The program has been reviewed and approved by the Reactor Hazards Committee and the reactor staff. The revision is necessary, because we believe that the current program no longer serves the original purpose.

Revision 3 July 21,1988 4 Requalification Training Program for Reactor Operator and Senior Reactor Operators of the TRIGA III Berkeley Research Reactor of the University of California, Berkeley The purpose of the requalification training program is to provide the Ber'keley Research Reactor Facility with a systematic method for maintaining licensed operators and senior opera-tors at such a level of knowledge that safe fuel handling at the reactor facility can continue.

This requalification training program excludes training required for normal reactor operations.

The requalification program consists of four parts as follows:

A. Schedule B. On-the job training C. Evaluation D. Records A. Schedule: The requalification program will be conducted for a continuous period of one year. Upon conclusion successive requalification programs will follow. Scheduling will be done so the program will not interfere with vacation periods and heay workloads.

B. On the job training: During the conduct of the requalification program each operator and senior operator is required to:

a. Manipulate fuel with fuel handling equipment in accordance with fuel han:lling prm cedures a minimum of one time. Either real or dummy fuel rods may be handle (
b. Panicipate in one emergency evacuation exercise
c. Review all fuel handling and emergency procedures on a regularly scheduled basis ,
d. Be cognizant of facility design changes, procedure changes, facility license changes, and abnormal fuel handling experiences. This Information will be presented to the licensec either orally or as as regular written memorandum.

C. Evaluation: The evaluations are divided as follows:

a. Annual written examinations designed to demonstrate competence in the area of fuel handling. A minimum grade of.80% is needed to exempt a licensee from any retraining enforcement. For a grade less than 80%, retraining as described in part B cf this program will be given until an examination proves a minimum grade of 80%

is reached,

b. Annual observation and evaluation of the overall performance and competence of the licensed operator and senior operator by the Reactor Supervisor and/or training staff members. In marginal or submarginal cases retraining will be given immediately.
c. As the annual written examination will be prepared and corrected at least in part by the reactor supervisor, who is also required to hold a senior operator's license, these functions will be deemed adequate to demonstrate his continuing competence.

D. Records: The annual written examination, the repeated written examination for those areas of inadequacy, the annual observation and evaluation, and the minimum on the job training will be documented.
