FROM: Edward J. Butcher. Chief Technical Specifications Branch Division of Operctional Events Assessment. NRR ,

On Wednesday. August 10. the staff met the NUMARC task group which is writing the new Standard Technical Specifications (STS) for the "Reactivity Control l Systems" and "Power Distribution Limits" sections of the STS. NUMARC proposed methods to address moderator temperature coefficient and hot channel factors in the new STS. and they presented an early list of potential technical changes to technical specifications requirements (Enclosure). The staff discussed and gave insight on each of these issues; it also reported on the progress of the proposed generic letter on cycle specific variables.

The NUMARC task group, which was in the early draft stage for these sections, comrrented that the interaction with the staf f provided useful guidance for their work.

NUMARC has established task groups to write each section of the new sis. The i staff expects to have similar meetings with the other task groups.

REACTOR CHAPTER CHANGES FROM STS

1. Most reporting requirements will be moved to Administrative Control.
2. Actions to place the unit in a MODE in which the specificatico is not applicable will be explicitly stated. (e.g., if Applicability is 2 50% of Rated Thermal Power, the Action could require reduction in Thermal Power to < 50% power.)
3. Cross-references may be used instead of NOTES, e.g., for Physics Tests Exceptions.
4. The initial flux maps at 75% power after refueling may be deleted as a spec requirement, because it is part of the startup physics tests.
5. The 1.03 and 1.05 'incertainty factors applied to Flux Map peaking factors may be omitted and considered part of plant procedures.
6. The phrases "identify and correct the cause of the out-of-limit condition" is hard to include with Writer's Guide rules. A time limit cannot be specific.
