June 7, 1988 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-88-39 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

RADI0 ACTIVE MATERIAL FOUND IN CAMPUS TRASH DUMPSTER North Carolina A&T University, an agreement state licensee, advised the State of North Carolina on June 3,1988, that a student reported seeing a package marked as radioactive in a trash dumpster on campus. After investigating this observation, it was determined that the package did contain Iodine-125 and was originated in the school's biology department.

During the course of the investigation, the state determined that the package had been breached while in the dumpster and the contamination was detected on the dumpster walls and on other trash materials. No radiation levels in excess of one millirem per hour were measured. RS0, Inc., a waste consultant group, is currently on campus and will perform the necessary decontamination and cleanup.

Also during the course of this investigation, the state learned that sometime during the week of May 30, 1988, another radioactive waste package, which is suspected of not having been properly labeled, may also have been disposed of in an on-campus dumpster.

The state and the licensee are conducting the necessary surveys and expect to recover this package since no off-campus trash removal has occurred since the disposal.

The state is continuing its investigation to include a rigorous review of the licensee's waster handling procedures and practices and will keep Region II informed.

Local media attention has occurred. The state and licensee are both responding to local media inquiries.
