Assistant Associate Director Office of Natural and Technological Hazards Programs StBJECT: NYPIPG 2.206 Petition on Indian Point This is in response to your memrandum of December 6,1985, requesting a finding and detemination about whether, at the present time, the offsite radiological emergency response plans for Indian Point are adequate to protect the health end safety of school children in the event of a radiologi-cal emergency at the site. You ask specifically about the significance of any remaining deficiencies with respect to the ability to take adequate measures to protect school children. This information is needed to assist you in formulating the final Director's Decision on the 2.206 petition (CLI-85-06) filed by the New York Public Interest Research Group (NYPIPS) on these issues.

The original deadline for our response was extended to May 1,1986. However, we would like to request an additional extension in order to incorporate infomation fran an upcmina meeting about the status of these issues at Indian Point. Attending the meeting will be representatives from the Federal Emergency Management Agency (FEMA) Region II, Nuclear Regulatory Cortission Region I, New York State, the four counties surrounding Indian Point, the New York Power Authority and Consolidated Edison. The neeting is now scheduled to take place on May 9,1986, in the offices of FEMA Region II. We intend to develop, as a result of the meeting, a definitive schedule of actions by the State of New York to resolve the issues involved in the NYPIRG petition. With such a schedule, we could tell NRC when we could deliver a finding based on the corrective actions.

We regret that we cannot deliver the firding by May 1. However, we believe that information available as a result of the May 9 meeting would be valuable in determiniry the status of offsite preparedness at Indian Point.
