This is to infonn you, in accordance with the requirements of the Nuclear Non-Proliferation Act, that the NRC has not completed licensing action on your export license applications XSNM01325, XSNM01326, and XSNM01328 to the Federal Republic of Germany, Belgium, and France respectively.

.though Executive Branch views on all three applications were received on September 12, 1978, final NRC licensing action has been delayed because of the need for the Comission to clarify certain issues in connection with the requirement for written physical security assurances for these exports.

Staff views and recommendation on these issues have been forwarded to the Comission for its consideration.
