S174ARY OF SIEi VISIT TO DE PROKhw 10 CATION FOR TIIE i#AS!!DiGIG1 NUCLEAR PRlIELT NO.1, NEAR RIGIIAND, WASIINGTON On January 30, 1974 representatives of KPPSS and the ReEulatory staff, along with their respective consultants, met in Plchland, Washington for a visit to the proposed site and a potential relocation site.

'Ihc primry purpose of the visit was to inform staff technical reviewers in tho areas of geology, scismology and accident analysis in connection with the preparation of requests for infomation as part of the radiological safety review.

This report su:marizes the igortant activitics of the site visit.

A list of attendees is enclosed.

The first oceting of the day took place on the proposed location of the WP-1 reactor contairnmt building just scuth of the existing N-reactor facility. 't!PPSS representatives described and pointed out the location of M:P-1 =ajor stmetures relative to the existing adjacent M-reactor structures and to specific tcpographic and geologic features in the surrounding area. 'Ihis incitx!cd a description of the locations of test borings and the orientation of seismic refraction lines employed to obtain geological data on the proposed site.

All participants then met in the UPPSS site offices for brief presentations on the site and regional geology by Dr.11. Coombs and on the foundation engineering studies by T,r. R. Miller. Mr. S. Schwartz presented a simary of the seisnic refraction line data taken at the site.

In addition, Prs. Cocabs and !iiller and Mr. T. Turcotte presented sumary talks on the work done at the I!anford No. 2 site in support of the j geological, scistological and foundaticn engineering evaluations comicted for the llanfoni No. 2 CP application. It was pointed cut that the potential h?T-1 relocation uculd be to a site approccimately 1/2 mile south of the existing Hanford No. 2 reactor new under constniction.

All attendees then raoved to an adjacent building on the WhP-1 site and excedacd the sm pie corcs removed in borings cade on both the tKP-1 site and on the I!anford 2 site.

'lho staff geologist and scismologist and their consultants traveled with hPPSS staff and censultants to the Saddic Mountain aren to view exposed portions of fault structures in that area. During travel to and i flua the Saddle Mountains, draft requests for infomation ccncoming geology and scis m logy were discussed. '

Another group, including the staff site analyst, traveled to several local features of interest to the Accident Analysis Branch. These included the Gable Mountain explosives storage area, the Vernita toll bridge, and a bargo landing cm the Columbia River.

Doth groups visited the !!anford No. 2 site after c:cmining 1.NP-1 site features. The proposed site for relocation of the 1%P-1 project is about 2500 fcot south from the ilanfoni ?!o. 2 plant now under constmetion. The new sito is 3 1/2 niles from the Coltzbia River, and the nearest residents are just across the river. A pre 11rdnary layout dr=iing shcidng the tcutative locatiens of ccntairrent and general services buildings, cooling towers and emergency spray pands was shown.

All attendecs met at the hPPSS offices in Richland for a closing discussion. The staff pointed out that the review process build proceed as scheduled at least through the issue of "first round" requests for infomation, and that continued review after that tine would depend on applicant response:to the requests. An applicant decision as to whether -

or not to relocate IR.T-1 is expected by mid-/gril 1974.

In a later discussion with Messrs. i.'umphreys, Cititwcod and liosler of hPPSS, the staff.cqhasized the ir.;mrtence of infoming . tactor Projects

, as soon as possibic of the decision concerning i,7P-1 relocation. In addition, in order to effect a relecation with a tdnima delay in the overall application review process,1.PPSS was encouraged to discuss prolmned plcns for submittal of PSAR and ER atendments with the Regulatory staff prior to finalizing a subnittal plan. 'lhe staff is prepared to censider alternatives to the current review schedule, with the intent of minimizing delays while assuring efficient utilization of staff resources. ?!r. !!unphreys stated LTP3S intent to meet idth the staff in 1%thesda within a few weeks to discuss the submittal of new mterial that would be necessary in the event of 127-1 relocation.
