Enclosed is Revision 36 to Issue 4 of the Beaver Valley Power Station (BVPS) Physical Security Plan (PSP) (Base Plan, Safeguards Contingency Plan, and the Training and Qualification Plan). These changes are being submitted utilizing the criteria described in NRC Generic Letter 95-08. Revision 36 changes include the following: l 1
- 1. The Base Plan Chapter 1 and Figures 1-1 and 1-2 now include the new licensee position of Access Specialist. Also, for consistency, a reference to Duquesne Light Company was replaced with the word " licensee."
- 2. The Base Plan Chapter 1 clarifies the duties that Response Team Members are able to perform, and includes a clarification of when duty weapons are to be kept fully loaded.
- 3. The Base Plan Chapter 1 specifies that details available to the station as to Local Law Enforcement Agencies (LLEA) response times, available equipment, etc., are identified as provided by the specific LLEAs.
- 4. The Base Plan Chapter 3 includes the addition of a reference to PSP Figure 3-5 for additional clarity.
- 5. The Safeguards Contingency Plan Chapter I was updated to reflect the changes noted above in Item 1. Minor editorial changes were included and in-text references were corrected.

- 6. The Safeguards Contingency Plan Chapters 2 through 7 were revised to update a 1
- previously submitted title change from the contractor position of Security Shift 1
Supervisor to that of Security Shift Captain. Minor typographical errors were also corrected.
! 7. The Training and Qualification Plan (TQP) Chapter 1 was modified to use the term i j " uncorrected" rather than "incorrectable" to be consistent with the wording utilized q for the vision requirements identified in 10 CFR 73, Appendix B. ;
i 8. The TQP Chapter 2, Table 2-1, Individual Responsibility Matrix was revised to !
j include additional tasks for the Security Force Supervisor and for the Security Shift Captain. Tasks not required for unarmed CAS/SAS Supervisors were removed; l l however, CAS/SAS Supervisors who are trained as anned contingency force l l members are required to continue to complete all additional tasks as identified in i the Matrix for Response Team Member.
These changes have been reviewed and judged not to decrease the safeguards

effectiveness of the BVPS Physical Security Plan. Accordingly, this revision is being submitted in accordance with 10 CFR 50.54(p)(2).
The enclosed materials are considered proprietary under the provision of 10 CFR 2.790(d), and Safeguards Information under the provisions of 10 CFR 73.21, and are thereby exempt from public disclosure.
