SUBJECT: CALVERT CLIFFS 1 & 2 FULL PARTICIPATION EMERGENCY
PREPAREDNESS EXERCISE INSPECTION NOS 50 317/97 09 and
50 318/97 09
- Dear Mr. Cruse:

This letter refers to the NRC graded, biennial, emergency preparedness exercise inspection ,
led by Mr. W. Maler, at Calvert Cliffs Nuclear Power Plant, Units 1 and 2, during the period
of November 17 20,1997.- The inspection evaluated the performance of your emergency
j response organization during the November 18,1997, Calvert Cliffs full-participation
'
exercise. The inspectors discussed the findings of this inspection at a formal exit meeting
with Mr. J. R. Lemons and others of your staff on November 20,1997.
Based on the results of this inspection, we determined that the overall performance of the
emergency response organization was good. Simulated events were accurately diagnosed,
mitigation actions were performed, emergency declarations were timely and accurate, and
offsite agencies were notified promptly. No safety concerns, or violations of NRC
requirements were observed. One exercise strength was identified in the Technical
Support Center. The Reactor Core Engineering Team's analysis of the time to core
uncovering and cladding damage was excellent. One exercise weakness was identified in
the dose assessment area. The dose assessment team could not adequately demonstrate
that they could perform dose projections for use in making a technically sound protective
action recommendation based on radiological conditions. This weakness did not preclude
an overall finding of good performance,
in accordance with 10 CFR 2.790 of the NHC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
