SUBJECT: NRC SPECIAL INSPECTION REPORTS50-010,97025(DRS);

p 50-237/97025(DRS); 50-249/97025(DRS)

Oear Mr. Perry: ..

' On October 31,1997, the NRC completed an inspection at your Dresden Generating Station,

Units 2 and 3. The puipose of the ins;:ection was to review the examination security methods ,

used during annualiicense requalifbation and initiallicense examinations. The enclosed report

presents the results of this inspection.

l' Overall, your practices for examination security appeared adequate. Since the compromise of

the NRC initial license examination in 1996, you took initiative 5 to strengthen your exam

security program and established a dedicated NRC examination preparation room equipped

with password-protected computers and locking storage. However, the inspectors identified

- that the 6xtent of procedural controls for ;xamWion security had been reduced through the

,n Nuclear Training Administrative Policy in

'

implementation of the Nuclear Operations .

'

place of Dresden's site-specific procedure. vpecifically, the access to and control of passwords .

and combinations was not as rigid, and the required staff training was reduced. Consequently,

your examination computers had passwords for instructors who were not involved with NRC

examinations; howaver, those extra passwords did not give access to examination materials.

Your staff is now reviewing options to reste e the prior level of password and combination

control and provide documented training. [

We are concemed that no effectiveness reviews or quality verification audits of examination '!

security were performed following the 1996 examination compromise. As a result, the

effectiveness of your corrective actions for this issue were unevaluated. Your staff stated that

current Dresden standards require an effectiveness review; and your staff scheduled an audit of

examination security following this inspection. ..

,

in accordance wig 10 CFR 2.790 of the NitC's " Rules of Practice," a copy of this letter and its i

enclosure will be placed in the NRC Public Document Room. y
