TITLE: FINAL POLICY STATEMENT ON RESTRUCT'URING AND ECONOMIC DEREGULATION OF THE ELECTRIC UTILITY INDUSTRY The Commission (with all Commissioners agreeing) approved the subject paper as recorded in the Staff Requirements Memorandum (SRM) of July 10, 1997.

The final decision on this matter was not reached prior to the completion of Commissioner Rogers' term; therefore, his vote in this matter is not applicable. However, since several vote sheets reference the vote of former Commissioner Rogers, a copy of his comments is included.
