TRIP REPORT ON OBSERVATION OF NUMARC WORKSHOPS, JULY 1988 During July 1988 we observed four workshops conducted by NUMARC to present guidance to industry for preparation for the NRC requalification examination process. In addition, we made information presentstions at the plenary sessions held during the workshops as indicated on the enclosed agendas. The workshops were held as follows: July 13-14, Atlanta, GA; July 18-19, Ossining,NY; July 21-02, Denver, C0; and July 26-27, Chicago, IL.

John N. Hannon observed the breakout sessions on developing Job Performance Hessures for the plant walk-through, Len Wiens observed the breakout sessions j on developing sir.ulator scel.arios, and Susan Shankman observed the breakout sessions on developing open reference written examination ouestions. Licensed Operator Requalification Program It is my pleasure to welcome you to this workshop on Licensed Operator

. Requalification, which is co-sponsored by NUMARC, INP0, and your regional nuclear training association.

In May 1987, a complete revision to 10CFR55, "Operators' Licenses,"

became effective with a new provision for the renewal of operator licenses.

In September 1987, the NRC temporarily suspended its administration of licensed operator requalification examinations as a result of many concerns raised b' industry representatives at a public meeting. The NRC staff agreed to evaluate the industry's concerns regarding implementation of the NRC-administered requalification exams.

A revised NRC requalification examination program resumed on a trial basis in December 1987, with the administration of a pilot requalificaticn exam at Carolina Power and Light Company's H. B. Robinson Plant. The NRC issued revised "Requirements and Procedures for Requalification Examinations" following the H. B. Robinson trial exam.

Some modifications to the NRC procedures were made as a result of lessons learned from the additional pilot examinations at Ft. Calhoun, San Onofre, Perry, and Salem plants. The latest revision is enclosed in this notebook.

The NRC intends to fully implement this new requalification program evaluation process in October of this year. NUMARC is currently working with utility representatives and the NRC to help industry meet this schedule.

As illustrated by the pilot plant experience, several key activities will have to be completed by a utility in preparation for this new process. These activities include:

o Developing a bank of open reference questions; o Developing suitable simulator scenarios; o identifying "safety significant" systems and associated operator tasks; e

o Developing Job Performance Measures that can be readily used by the NRC for the walkthrough examination.

NUMARC is assisting this effort in several ways. The NUMARC Working Group on Operator Issues, under the chairmanship of Don Schnell, Senior Vice President of Union Electric Company, in close coordination with INPO, has developed guidance on preparing simulator scenarios, job performance measures, and open reference written exam questions. The primary focus of this workshop will be on these guidance documents, which are enclosed. NRC has reviewed these documents and their comments have been factored in. We intend to update these documents as necessary based on the discussions during the four workshops on operator requalification.

NUMARC will continue to work closely with the NRC to facilitate a smooth transition to this new process and to ensure that industry expertise and comments are factored into its development and application. We all want a fair, effective, and realistic requalification examination process. We hope this workshop will be a big step in helping you implement the new program at
