DISCUSSION /POSSIBLE VOT3 ON RANCHO SECO RESTART, 10:00 A.M., TUESDAY, MARbH 22, 1988, COMMIS-SIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE) l The Commission was briefed by the Sacramento Municipal Utility District (licensee) and the staff on the licensee's readiness to restart its Rancho Seco nuclear power plant.

Presentations were made by the following licensee representatives:

]. t The Commission, with all Commissioners agreeing, authorized the staff, upon the licensee's successful completion of its diesel ,

generator tests, to permit restart of the Rancho seco nuclear power plant.

(Subsequent to the n>eeting, on March 29, 1988, the staff  :

authorized restart of Rancho Secc.) l 3

At the Commission's request, the licensee committed to the following:

1. Address the issues raised in a letter to the Commission by the Union of Concerned Scientists, dr,ted March 17, 1988, with a copy to the NRC; and (Subsequent to the meeting, the licensee responded to the UCS concerns by letter to Pollard from Andognini, dated March 23, 1988.)

2. Provide the Commission a copy of a report by an independent industry audit group on responses /conformance to the B&W Owners Group reassessment program recommendations.

(The report was transmitted to the staff on March 16, 1988.)

The Commission also directed the staff to keep the Commission informed of the licensee's activities, monitor the diesel generator repairs and respond to Los Angeles Mayor Bradley's petition to permanently close Rancho Seco.  ;

r (Subsequent to the meeting, on March 22, 1988, the director for the Office of Nuclear Reactor Regulation signed a letter to Mayor.Bradley.)
