In the noted reference, the Supply System informed your office of a potentially reportable deficiency in accordance with the requirements of 10CFR50.55(e).

Attachment A provides a statement of the identified condition and a brief description of our planned actions to correct the identified deficiency. Based on the construction status at WNP-1, the Supply System will not be able to issue a final report at this time. An update will be provided at construction restart.

Emergency Diesel Generator intake / Exhaust Springs DESCRIPTION OF DEFICIENCY The Supply System's WNP-1 Project utilizes two Emergency Diesel Generators from Transamerica Delaval Inc. (TDI) as its emergency power supply source . TDI recently issued a 10CFR Part 21 report concerning a potential problem with the intake and exhaust valve springs.

The valve springs in question are manufactured by Betts Spring Conpany, San Leandro, California.They are installed on the engine cylinder head assembly (4 per cylinder head) by TDI or provided as spare parts. The springs can be Identified by their black color with a vhlte stripe painted down one side.

TDI's 10CFR Part 21 Report Indicates that isolated failures of this spring has-been recently experienced in carmiercial appilcations. In June 1984, one spring failed in a 16 cylinder engine used for ship propulsion, and in October 1985 eleven springs failed in a second ship. The eleven springs all failed within a short time following a Coast Guard required overspeed test. TDI has not determined the causal relationship between the two events. It is noted that all springs failed after an extensive operating period (approximately 5,000 to 7,000 operating hours).

ANALYSIS OF SAFETY IMPLICATION Failure of an intake or exhaust valve spring could affect the availability of the diesel generator.

CAUSE OF DEFICIENCY Although investigations are continuing, preliminary Indications reveal impurities on the wire coupled with draw marks from the manufacturing process, and subsequent incomplete shot preening.

CORRECTIVE ACTION Based on a visual Inspecticn, the Supply System has detennined that the potentially defective springs are found in the spares inventory and an installed engine. TDI will be notified of the results of this inspection. TDI's investigation is proceeding on a high priority basis. The results of this investigation and corrective actions, if any, will be provided in a subsequent report. Actual hardware modifications will not be implemented until after construction restart when the TDI Owners DR/QR program is implemented.

ACTION TO PREVENT RECURRENCE Further investigations are being perfonned at this time. Sufficient infonnation does r.ot yet exist to determine if additional actions may be required.
