REQUEST TO CLOSE ACRS MEETINGS ON RES FY 1987 BUDGET In response to information regarding the ACRS review of the RES FY 1987 proposed Pre,sidential budget, we are requesting the review be conducted in closed session.

We request that the session be closed under Exemption 9(B). Premature disclosure of the possible curtailment or elimination of any contract could result in an inability to retain key personnel and thereby frustrate the Commission's ability to implement the affected programs effectively.

THESE TRANSIENTS HAVE OCCURRED AND THE CAPABILITY TO ANALYZE SOME OF THESE EVENTS IS LIMITED WITHOUT ADDITIONAL DATA FROM THE MIST PROGRAM.

o DELAY IMPLEMENTATION OF CONTINUING EXPERIMENTAL CAPABILITY REQUIRED TO MAINTAIN NRC ABILITY TO TEST REGULATORY CONCEPTS NEEDED TO MITIGATE TRANSIENTS EXPERIENCED IN OPERATING REACTORS. ALL U.S. THERMAL HYDRAULIC INTEGRAL TESTING ENDS IN FY 1986.

SOME MAINTENANCE OF EXISTING CAPABILITY MAY BE POSSIBLE.

ANALYSES OF LARGE DRY CONTAINMENT PLANTS SUCH AS BELLEFONTE FOR REACTION TO TMLB' AND S 2D ACCIDENTS WILL NOT BE DONE. NOR WILL ACCIDENT SEQUENCE ANALYSES BE DONE OF A SIMULTANE0US H 2 BURN AND STEAM SPIKE IDENTIFIED BY SARRP AS A POSSIBLE CONTRIBUTOR TO CONTAINMENT FAILURE.

0 OUT-0F-PILE CONTAINMENT CORE MELT AEROSOL RELEASE AND TRANSPORT EXPERIMENTS AT ORNL WILL BE TERMINATED. THE ANALYTICAL METHODS FOR AEROSOL RELEASE AND TRANSPORT (NAUA OR MAEROS CODES) PROVIDE A CONSERVATIVE ESTIMATE OF THE FISSION PRODUCT RETENTION IN CONTAINMENT.
