This is in response to your letter dated April 26, 1988, requesting information about Nuclear Regulatory Commission (NRC) policies and procedures relating to differing professional opinions (DP0). Enclosed are current Agency regulations (NRC Manual Chapter 4125, Differing Professional Opinions), and a report by the Differing Professional Opinions Special Review Panel on the effectiveness of the DP0 program and recommended ways to improve it. The NRC Manual Chapter will be revised in the near future to incorporate certain of the recommendations of the Special Review Panel. The staff will send you a copy of the revised NRC Manual Chapter when it becomes available.
