Status of Petition for Rulemaking: Measurement Standards Used at U.S. Nuclear Power Plants (PRM-50-118; NRC-2019-0071)

Dear Mr. Taylor,

I am writing to provide you with an update on the December 3, 2018, petition for rulemaking (PRM) that you submitted to the U.S. Nuclear Regulatory Commission (NRC) and amended on January 24, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19074A303). On March 4, 2019, the NRC docketed your petition pursuant to § 2.803 of Title 10 of the Code of Federal Regulations (10 CFR),

"Petition for rulemaking NRC action," and assigned it Docket No. PRM-50-118. Please reference this docket number on any correspondence you may have concerning the petition. On May 15, 2019, the NRC published a notice of docketing and a request for comment for your petition (84 FR 21727). The comment period closed on July 29, 2019.

In your petition, you requested the NRC amend its regulations regarding the measurement standards used at U.S. nuclear power plants. You proposed that the NRC require all internal metrology/calibration laboratories in U.S. nuclear power plants to become accredited by an accrediting organization and require training of all personnel and their management that make measurements at nuclear power plants.

The NRC is reviewing your petition and the public comments received in response to the May 15, 2019, Federal Register notice. The Commission makes the final decision on the NRCs actions on petitions for rulemaking. After reviewing the merits of your petition and the public comments, the NRC staff prepares a recommendation to the Commission and the Commission will then make and issue its decision.
