Dear Mr. McCoy:

- On May 31,1997, the NRC completed an inspection at your Vogtle Units 1 and 2 reactor j
facilities. The enclosed report presents the results of that inspection.

During the five-week period, your conduct of activities at the Vogtle facility was generally
characterized by safety-conscious operations, sound engineering and maintenance practices, .
and appropriate radiological work controls.
However, three violations were identified. .Two involved your actions associated with
unexpected behavior of a Unit 2 containment sump level transmitter. The third violation '
involved a late surveillance on some fire protection equipment. While the late surveillance was
! not particularly safety significant, we note that this was the second violation identified in this - l area by the inspectors in the last four months.
These violations are cited in the enclosed Notice of Violation (Notice), and the circumstances
surrounding the violations are described in detail in the enclosed report. Please note that you i
are required to respond to this letter and should follow the instructions specified in the enclosed
Notice when preparing your respons' . The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
requirements. !
