SUMMARY

OF THE REACTOR OVERSIGHT PROCESS MONTHLY PUBLIC MEETING HELD ON JUNE 24, 2020 On June 24, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public teleconference with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP)

Task Force executives, and other senior industry executives, to discuss the staffs progress on the ROP initiatives. The topics discussed during this teleconference are described below.

ROP Self-Assessment Program Update The NRC staff provided the results of the calendar year (CY) 2019 ROP self-assessment, as well as the staffs plans for the CY 2020 ROP self-assessment. The staff noted that the results of the CY 2019 ROP self-assessment indicate that the ROP was effective, in that it met the agencys strategic goals of ensuring safety and security by providing objective, risk informed, understandable, and predictable oversight, meeting its intended outcomes, and adhering to the NRCs Principles of Good Regulation. Additional information regarding the CY 2019 results and the ROP self-assessment activities for CY 2020 are available in SECY-20-0040, Reactor Oversight Process Self-Assessment for Calendar Year 2019, dated May 1, 2020 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20037B154).

NRC Staffs Response to Performance Indicator FAQ 20-01 The NRC staff proposed to change the status of Frequently Asked Questions (FAQ) 20-01, Nine Mile Point Scram, from tentatively approved to approved (ADAMS Accession No. ML20170A638). This FAQ was first introduced at the January 22, 2020 ROP public meeting and discussed at the February 26, 2020 ROP public meeting. During the meeting the staff and industry members of the ROP task force agreed to change the status to approved and also agreed that the FAQ was a site-specific FAQ.

A. Masters Industry Feedback on Inspection Experience During COVID-19 Public Health Emergency NEI provided an overview on the industrys feedback on inspections experiences during the COVID-19 pandemic. Overall, NEI indicated that they believe the NRC, as well as licensees, functioned well during the pandemic conditions. NRC staff and managers were commended for adjusting so quickly to the changes necessary to navigate safety and oversight of nuclear power plants while ensuring public health and safety. Additionally, NEI provided thoughts on how the nuclear industry can use the experiences learned during the pandemic to begin to: 1) think differently about how inspections are conducted; 2) continue to share best practices throughout the industry; and 3) develop lessons learned from remote inspections. NEI provided the NRC staff with their written industry feedback, which can be found in ADAMS under Accession No. ML20189A534.

Communicating with the NRC staff At the start of all ROP public meetings, the project manager provides contact information for the public to use to provide their name as a participant in the meeting. This contact information is also provided for submitting questions and comments to the NRC technical staff. Please note that any questions and/or comments pertaining to the ROP project can be sent to Tekia.Govan@nrc.gov. Questions and/or comments will be forward to the appropriate NRC staff. The staff also mentioned the role out of the Contact Us about ROP page on the new ROP website, which can also be used to submit questions and comments regarding the ROP initiative (https://www.nrc.gov/reactors/operating/oversight/contactus.html).

Conclusion At the end of the teleconference, NRC and industry management gave closing remarks. NEI expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
