OF JULY 21, 2020, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE REGARDING 10 CFR 50.69 LICENSE AMENDMENT REQUESTS On July 21, 2020, a Category 2 public meeting1 was held between representatives of the U.S. Nuclear Regulatory Commission (NRC), Nuclear Energy Institute (NEI), Electric Power Research Institute (EPRI), and licensees. The purpose of this meeting was to discuss NRC staffs information needs with regard to treatment of seismic risk when reviewing license amendment requests (LARs) to adopt a risk-informed program for categorization and treatment of structures, systems, and components (SSCs) for nuclear power reactors in accordance with Section 50.69, Risk-informed categorization and treatment of structures, systems, and components for nuclear power reactors, of Title 10 of the Code of Federal Regulations (10 CFR 50.69).

Specifically, this meeting focused on NRC staffs information needs when licensees for sites with a relatively low seismic hazard propose to use an alternative approach to consider seismic risk for categorization of SSCs during implementation of 10 CFR 50.69 and cite EPRI 30020129882 to support the proposed approach.

During the meeting, the NRC staff discussed the purpose of the information needed by the staff to make a positive regulatory finding in these reviews. The NRC staff and NEI discussed alternatives to the quantification of seismic risk for sites with a relatively low seismic hazard.

During the discussion, the NRC staff expressed an openness to consider semi-quantitative and qualitative justifications by licensees to demonstrate a low seismic risk in comparison with the total plant risk. The NRC staff discussed potential options for such justifications and provided feedback on comments from NEI and EPRI.

M. Markley The NRC staff plans future meetings with NEI and to schedule a pre-submittal public meeting for focused feedback on the semi-quantitative or qualitative justifications proposed in an LAR.

No regulatory decisions were made during the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received.
