COOPERATIVE AGREEMENT (LPDRL
- 1. BACKGROUND The FOI A/ Local Public Document Room Branch within the Division of Freedom of Information and Publications Services, Office of Administration, U. S. Nuclear Regulatory Commission (NRC),
is responsible for the overall establishment and maintenance of local public document rooms (LPDRs). The FOIA/LPDR Branch recommendo, develops, and implements programs, plans, objectives, and activities of local public document rooms, as well as coordinates the distribution of documents to LPDRs.
The LPDR program provides scientific and technical information relating to nuclear power plants. The document collectionc permit and encourage the f ree exchange of ideas and criticisms by the general public in the licensing of nuclear power plant construction and operation. The LPDRs are l'ocated in libraries maintained by state / local governments, institutions of higher education and nonprofit organizations (hereinafter, the " Cooperator") in the vicinity of proposed nuclear power plants.
The FOIA/LPDR Branch has established a cooperative agreement program to provide financial remuneration for services performed by the LPDRs and to insure that a uniform program of document maintenance and information services is provided for LPDR patrons.
- 2. PERIOD OF PERFORMANCE

unless sooner tert nated or extended, The Cooperator and the NRC, by mutual agreement, may b.
extend the period of performance through the execution of supplemental agreements te this cooperative agreement, not to exceed a total of five (5) years. At the end of each year the Cooperator will be required to submit a cost propoual to the NRC for the following year.
-- 3. NRC RESPONSIBILITY The NRC anticipates that they will provide documents on a weekly basis to be added to each local public document room collection (collection). NRC will provide all supplies necessary for maintaining collection, a User's Guide, filing instructions, etc. Also, the NRC, when notified by & library, will promptly replace any documents found missing from the collection. HRC will periodically visit each library to review the collection, provide guidance and instructions to the library staff, monitor contractor performance, and identify / resolve problems or discrepancies.

- 4. EAINTENANCE AND OPERATION-O_F THE LPDR The Cooperator shall perform-the following services relative to the maintenance.and operation of the LPDRs
- a. Properly file microfiche /hardcopy documents-received from the NRC within one week of receipt in accordance with the f111ng system provided by HRC. To meet the particular needs of library patrons, this filing- deadline may be extended upon the expressed approval of the. LPDR Program j Manager,
- b. Reffle microfiche /hardcopy documents used by patrons.

- c. Prepare files, folders and labels when necessary.
- d. Promptly file as well as display reference tools and finding aida provided by HRC (such as the LPDR Hotline toll free labels and signs which identif y the collection) as instructed.
- e. Maintain a file of explanatory and instructional material sent to the LPDR library by the NRC.
- f. Documents in the collection are not allowed to. leave the LPDR library unless instructed to do -so by the FOI A/LPDR-Branch, NRC.
- g. Work with the FOIA/LPDR Branch staff and other - NRC representativeu, as necessary,.to answer questions and provide information on the availability of documents error, and make services, return documents sent 'in arrangements for handling . non-routine matters as-they-arise, cuch as Freedom of Information Act responses,
- h. Maintain the local public document room collection and as a physica11y' unified-NRC-furnished . equipment collection.

- 5. !LSER ASSISTANCE
- a. Provides patrons with reference assistance in : locating documents and sufficient instructions to familiarize users with the filing system, the local public document room collection, the collection's reference tools and finding aids, the indexing system used f or microfiche and hardcopy records, and the use of all government furnished equipment,
- b. Provide users access to operable reproduction equipment for making paper copies of the collection, as needed.

- 6. ADMINISTRATIVE SERVICES
- a. Insure that the HRC microfiche reader printer in in good operating condition. In the event the equipment requirea repair or servicing, the library ataff shall arrange to have an authorized service representative eatimate the
. coat of the repair needed on the equipment. Before proceeding with any repair, the cooperator shall receive authorization from the Project ~ Officer by calling the toll free telephone number (800-638-8081). After.the -
repair la made, the invoice .of charges should be forwarded for payment to the NRC.An accordance.with the inotructions (ATTACHMENT 1). A copy of the signed-work order abould be subm1tted to the Project Officer within one day of the repair. -
- b. Promptly inform the FOIA/LPDR Branch _of the NRC, either by the toll free telephone number (800-638-8081) or"in-writing, of problema regarding the use or maintenance of~
the collection.
- 7. SPACE REQUIREMENTS Provide the followings
- o. Adequate shelf or other filing apace to maintain the collection.

- b. Adequate space near .the collection to locate the microfiche- reader printer, the microfiche. file cabinet (s), and table end chaira for patr.ona using the collection.
- c. Adequate reading space, lighting, heating. and _ cooling,.
for usera to review the documenta in the collection.
- 8. SUPPLY REQUIREMENTS The Cooperator shall maintain an adequate supply of the following itema marked with an "X" below X . Paper for microfiche reader printer Paper .for computer printer

4 NOTF' The chargen for the above supply requirementa are not allowable expenditures under this cooperative agreement and will not be reimburued. The Cooperator may charge for copies made from the microfiche reader print er to recoup expenses but the charge may not exceed GO.25 per page copy without approval of the NRC Contracting Officer.

- 10. REPORTING REQUIREMENTS
- a. A quarterly performance report, utilizing the format as specified in Attachment 2 shall be submitted within 20 days after each quarter end to the addressees listed below. For administrative purposes, it is requested that billing be made quarterly using Form 270, REQUEST FOR ADVANCE OR REIMBURSEMENT, or by using Cooperator's own letterhead voucher / invoice submitted simultaneously with this performance report.
