described it, does not meet the conditions approved by the Commission. Therefore~, NRC.

will not be able to continue to fund training and travel for your staff for the fiscal years 1997-1998, as requested. Please note, however, by fax note from Paul Lohaus, Deputy Director, Office of State Programs, dated November 8,1996, the Radiation Control Program Directors were notified that the Commission has approved Agreement State personnel attendance at NRC training courses without charge, on a space available basis, consistent with the Commission's preliminary views on Direction Setting issue #4, "NRC's Relationship with Agreement States." Agreement States are resp'onsible for travel and per diem expenses associated with course attendance.

Dear Mr. Bangart:

The purpose of this letter is to address the status of funding for training of the professional staff in the Division of Radiation Control and Emergency Management radioactive material program. The current proposed training fees established by the Commission have placed a severe burden on this Division.

The budget for the Division (and the Department of Health) after October 1996 provides no funding for out-of-state travel, per diem and tuition for required NRC courses or meetings. The present staff is " green" and is in need of this additional training.

The Department has responded to and provided support to the NRC as requested in matters concerning public health and safety in the use of radioactive material. In response to NRC recommendations and criticisms during the audit of the radioactive material program, the Department initiated a training incentive program to help alleviate staff shortages. This training is tied 5

directly to specific courses sponsored by the NRC. With the concept of step salary increases based on professional advancement through training, we have achieved a certain level of staff continuity that has been of concern to the NRC. NRC training support is very important for this Department to continue to meet the required levels of performance for this program to remain consistent and uniform. He are requesting that the NRC waive the tuition and travel costs associated with these courses for the 1997-1998 fiscal years.

Dear Mr. Bangart:

The purpose of this letter is to address the status of funding for training of the professional staff in the Division of Radiation Control and Emergency Management radioactive material program. The current proposed training fees established by the Commission have placed a severe burden on this Division.

The budget for the Division (and the Dep:.rtment of Health) after October 1996 provides no funding for out-of-state travel, per diem and tuition for required NRC courses or meetings. The present staff is " green" and is in need of this additional training.

The Department has responded to and provided support to the NRC as requested in matters concerning public health and safety in the use of radioactive material. In response to NRC recommendations and criticisms during the audit of the radioactive material program, the Department initiated a training incentive program to help alleviate staff shortages. This training is tied directly to specific courses sponsored by the NRC. With the concept of step salary increases based on professional advancement through training, we have achieved a certain level of staff continuity that has been of concern to the NRC. NRC training support is very important for this Department to continue to meet the required levels of performance for this program to remain consistent and uniform. He are requesting that the NRC waive the tuition and travel costs associated with these courses for the 1997-1998 fiscal years.
