Dear Dr. Gottesman:
This letter refers to the inspection conducted by the NRC Augmented Inspection Team
(AIT) beginning on June 30,1995. The preliminary findings of the AIT were discussed
with you and your staff in a technical briefing on August 8,1995. As noted in our letter to
you dated January 29,1996, a redacted copy of the attached report was sent to you with
the stipulation that once the on-going investigation was complete, the full AIT (unredacted)
report would be issued to you as it was written at the time of the investigation in 1995.
That investigation is now complete and a copy of the full AIT report describing the NRC
inspection activities conducted in response to the internal radioactive contamination with
phosphorous-32 (P-32) of a pregnant researcher and 26 additional NIH staff is enclosed
(Enclosure 1).
Please note that portions of Section 5, Safety Significance were developed in consultation
with NRC's medical consultant, and were finalized after the original AIT report was written.
No changes have been made to the original AIT report, although some statements from this
report reference " draft" documents, such as those of the NRC medical consultant. The
final NRC medical consultant report is enclosed and a copy was placed in the Public
Document Room (Enclosure 2).
In accordance with Section 2.790 of the NRC's " Rule of Practice," Part 2, Title 10, Code
of Federal Regulations, a copy of this letter and the enclosed reports will be placed in the
Public Document Room.
