Acting Executive Director for Operations
SUBJECT:
RESPONSE TO THE REQUEST FOR STATISTICAL DATA ON DIAGNDSTIC EVALUATION TEAM INSPECTIONS Following the December 16. 1996. briefing on the SALP system and assessment process. the Commission requested that in a follow on briefing, the staff consider and present recommendations for eight issues listed by the Commission. In addition. the Commission requested statistical data for five items. This memorandum responds to Item 1. "How many Diagnostic Evaluation Team (DET) inspections have been performed and what is the trend for these inspections over time?"
The staff has compiled a list of all diagnostic and diagnostic-like evaluations performed since 1987 and the date the report was issued. There is also a table of the number of evaluations conducted by year (Attachment).
As indicated in the attachment, there have been a total of 18 DET or DET-like evaluations conducted at licensee facilities in the 10-year Seriod since the establishment of the Diagnostic Evaluation Program (DEP). T1e annual number of DET inspections has ranged from zero to three, with an average of about two. However. it is important to note that since mid-1994. the team evaluations at Cooper Millstone /Haddam Neck, Maine Yankee and Dresden were not designated des. Although these evaluations consulted or utilized the DE policy guidance, additional objectives beyond the guidance found in Management Directive 8.7 and the 1994 Guidelines for Diagnostic Evaluation. Revision 4 were required of these teams. Further information regarding the DEP or any of the other special evaluations may be acquired, if needed. through the contact listed below.
