CONSECY-94-018 - ADVISORY CONNITTEE MENBER l SELECTION i

The Commission (with all Commissioners agreeing) has approved the j proposed Federal Register notice and press release for j solicitation of nominations for new ACRS members. The press ]

i release and announcement should provide some sense for the time frame for submittal of nominations if a candidate in to be considered for the vacancies. Consistent with the changes l discussed below, the announcement and press release should be changed to request the nominations be sent to the Office of j Personnel.

l The Commission is providing the following additional guidance on i the process for obtaining nominations for NRC's Federal advisory

! committee positions:

l l a) The Designated Federal Official for the committee with j the vacancy should prepare the Federal Registar notice and j press release for commission approvals b) The Office of Personnel (OP) should convene the

appropriate screening panel for review of nominations and provide it with the necessary administrative support; and l c) The appropriate individual from outside the agency
should be invited by the NRC Chairman to join the panel.

l ACRS and ACNW members are, as a condition of employment, required '

' to have security clearances and to meet agency requirements relative to possible conflicts.of interest. To facilitate 4

consideration for appointment, ACRS and ACNW member candidates i are asked to answer the following questions related to l

qualifications for an agency security clearance; possible  :
financial and organizational conflicts of interest; violations of l i Federal, state, or local government statutes; and involvement in NRC enforcement actions. The questions related to NRC i enforcement actions are not likely to apply to individuals who
were not employed by a NRC licensee. To facilitate the process l' of adequately screening applicants, you are requested to provide
the following information
