l Meeting Summary l

December 5,1996 l 9:00 am - 12:00 pm l

Location: U.S. Nuclear Regulatory Commission Two White Flint North 11545 Rockville Pike Room T-6-A-1 Rockville, Maryland Attendees: Division Waste Management, NRC Atlantic Richfield Company (ARCO)

Babcock & Wilcox (B&W)

Completo list of attendees attached

Purpose:

The meeting was held to discuss the reconcentration and criticality analyses performed by NRC as part of the development of the Parks Township Shallow Land Disposal Area (SLDA) draft EIS.

Discussion:

NRC staff presented the background and history of the methods the staff used to determine the inventory and source term. Both the gamma log and leachale methods for determining )

total U-235 were covered. The staff then presented the analysis of the possible flow and transport of materials in the trenches. The resit' .s of generic criticality analyses were also gresented. Most of the discussion focused oa - a assumptions and individual input parameters N"C used in its calculations.

The staff noted that the accumulation of a critical mass within a single trench would require a highly efficient concentration mechanism to operate at the expense of other more likely .

redistribution processes. NRC staff stated that although the results of its review and I analysis do not rule out the possibility of a critical mass forming with time, they do indicate with reasonable assurance that such a formation is unlikely. The staff concluded that using j the available data, the staff's analyses indicate that the likelihood of criticality occurring is '

so small that it need not be addressed further in the EIS.  !
