Dear Mr. Oehlbert:

The U.S. Nuclear Regulatory Commission received export application XSOU8853, dated May 28, 2020, from Twin Pines Minerals (TPM), LLC to export of 30,000 kilograms (kg) of uranium and 157,500 kg of thorium to Malaysia. TPM mined sand deposits in the United States that contained natural uranium and thorium. The sand deposits being sent to Malaysia will produce titanium and zirconium for use in various non-nuclear applications such as ceramics, paint pigments, and zirconium metal.

Inasmuch as neither Executive Branch views nor foreign government assurances are required for exports of thorium and uranium for a non-nuclear end-use, our office is processing this license amendment application as generic review case and intends to issue the license after the required 30-day review period.
