Seymour The following is my summation of the exit wina This is not a verbatun transcript and should not be represented as such. It must be understood that the inspection report may vary after the inspector's findings are reviewed by Regional management.

Summary The inspectors concluded that overall, Seabrook Station has a very good program for implementing the Maintenance Rule. Two violations were identified; one for criteria for MRFFs and one for scoping; an Unresolved Item was identified in the area of scoping; an lamp ~ tor Followup Item (IFI) was issued for performance criteria for structures; and an IFI was identified for corrective actions for the 480 Volt Distribution System. Specific observations are described below.

Scooma e Overall, scoping was found to be very good. However, it was identified that three functions should have been included in scope CP-04 (Rod Control)

CAH-02 (Contamment Air Handling)

SS-03 (Sampling System)

The exclusion of these fuen from scope constitutes a violation.

  • An unresolved item was identified for seven additional functions that the team requires  ;

Unavailability criteria provides a very good link to PRA.

'* A violation will be issued for reliability criteria in that there is not a direct link to PRA or to a safety basis. The team noted that the same problem has been found and cited at every otler

plant in the Region.

i e The online maintenance program was found to be very strong Its interface with operations, j ' maintenance, and PRA is very strong. Use of PRA in online maintenance is very good.

  • Emergent work is handled adequately and program anh-ments are planned for the future.
  • Operator knowledge of the Maintenance Rule is adequate. Operators know their responsibilities regarding the rule, however, knowledge about termmology is weak and needs to be stranathaned 'Ihe team acknowledged that the operators received trammg one week ago.
  • Twelve system engineers were interviewed and found to have excellent knowledge about their systems e The system engmeer's annual performance reports were found to be a strength e The systems engmeer's use ofindustry operating experience was found to be very good. 1 e An IFI was identified for the performance criteria used for structures. The performance criteria for structures is a structural failure. This is unrealistic since the risk study shows that 2

More realistic performance criteria are required. l

  • An IFI was identified for weak corrective actions to remove the 480 Volt Distribution System from a(1) status. 'Ihc NRC will revia the adequacy of those actions that are taken to remove this system from a(1).  ;

! Conclusion i Overall, Seabrook's Mamtenance Rule program is very good. Randy Blough commented that the team recogntres that a lot of effort was recently ava ad~i on the program He hopes that we will contmue to build on the program from this point in time. Randy also r-M that we keep  !

on the look out for complacency, especially durmg the current record run, and contmue to promote queing attitudes.
