SUBJECT:
FEES FOR LICENSING ACTIONS ISSUED CONCURRENT WITH TRANSFER OF REGULATORY AUTHORITY TO THE STATE OF IOWA Effective January 1,1986, Iowa became an Agreement State. Fourteen active NRC licenses issued to . licensees in the State of Iowa prior to the aareement authorized places of use in Iowa as well as NRC States or territories. In order to transfer the Iowa portion of the licenses to the State and retain the portion that would remain under NRC's jurisdiction, the Region III Licens-ing staff created amendments to the existing licenses to authorize use only in Iowa, and created new licenses authorizing use in NRC States or territories.
The amended licenses were then transferred to Iowa and NRC retained the new licenses. (See attached list). Since the issuance of the amendmnts and new licenses was initiated by the Licensing staff in order to accomodate the agree-ment with Iowa, and -ince the actions were taken without epolications being filed by the licenses, fees were not required for the licensing actions.
