In accordance with a request f rom the NRC Staff, Alabama Power Company submits a technical specification change relating to the use of overtime for operating personnel. The proposed change incorporates current practices and reflects commitments made in and agreed to by the NRC Staff in previous submittals on this subject. The current administrative practices are summarized below:

Goals are established for normal operation and, for periods requiring substantial amounts of overtime, work period guidelines are provided. Any deviation from these guidelines shall be reviewed and approved in accordance with established procedures.

The proposed technical specification has been reviewed by Alabama Power Company's Plant Operations Review Committee and considers the proposed technical specifications to not have a significant impact on public health and safety. Additional information is contained in Attachment 1.and the proposed technical specification changes are contained in Attachment 2. The Nuclear Operations Review Board is scheduled to review this change at a future meeting.

This change would incorporate into the technical specifications the current FNP overtime practices which reflect commitments made in the '

The goal of an 8-hour' day, 40-hour week is to be established for normal operation with specific guidelines for use of overtime during periods requiring substantial amounts of overtime. These controls are to assure that personnel who perform safety-related functions are not assigr.ed to shift duties while in a f atigued condition that could significantly reduce their mental ,

alertness or their decision making ability.
